Statewide Virtual Charter School Board - Purpose and Responsibilities

Oklahoma statute provides clear direction for the Statewide Virtual Charter School Board: It was created to have sole authority “to authorize and sponsor statewide virtual charter schools in this state.” (70-3-145.1)

The responsibilities of the Statewide Virtual Charter School Board are specific:

  1. Provide oversight of the operations of statewide virtual charter schools in this state;

  2. Establish a procedure for accepting, approving and disapproving statewide virtual charter school applications and a process for renewal or revocation of approved charter school contracts that meet the procedures set forth in the Oklahoma Charter School Act. (70-3-145.3)

  3. Make publicly available a list of supplemental online courses, of high quality options and aligned with the subject matter standards adopted by the State Board of Education; and

  4. Negotiate and enter into contracts with supplemental online course providers to offer a state rate price to school districts for supplemental online courses that have been reviewed and certified by the Statewide Virtual Charter School Board. (70-3-145.3)

In addition to the authorization and oversight of full-time statewide virtual charter schools, Oklahoma statute passed in 2015 established the Statewide Virtual Charter School Board as the state agency responsible for  the certification of courses aligned with Oklahoma academic standards and the negotiation of fair course costs for school districts.
